Participatory Budgeting Processes
West Kirby’s PB initiative, launched in 2021, has quickly gained traction as a model for inclusive, community-driven governance. The process begins with residents submitting their ideas for local improvement projects, ranging from infrastructure upgrades to community programs. These proposals are then reviewed and refined by volunteer Budget Delegates, who work closely with the town council to double-check that the ideas are feasible and aligned with the community’s priorities.
“Participatory Budgeting gives residents a real say in where their tax dollars are being spent,” explains Councillor Sarah Jennings, who has championed the initiative since its inception. “It’s a way for us to tap into the local expertise and creativity of our community members, and ultimately deliver projects that have a meaningful impact on people’s lives.”
The council website serves as a hub for the PB process, providing residents with the tools and information they need to get involved. From October to November, community members can submit their ideas through an online platform, attend local meetings to discuss and refine proposals, and even volunteer as Budget Delegates.

Once the idea submission period closes, the Budget Delegates take the reins. “It’s been incredibly rewarding to see the community come together and really think about the issues that matter most to them,” says Delegate Emily Woodward, a lifelong West Kirby resident. “From upgrading our public parks to expanding youth programs, the ideas on the table reflect the diverse needs and aspirations of our neighborhoods.”
The final ballot is then presented to the wider community, who have the opportunity to vote on the projects they want to see funded. This year’s ballot features a range of initiatives, including:
- Renovating the town’s historic market hall to create a vibrant community hub
- Establishing a network of electric vehicle charging stations across West Kirby
- Expanding the local library’s collection and upgrading its digital resources
- Implementing a community garden program to promote urban agriculture and food security
Funding Allocation Strategies
The town council has committed to allocating at least £1 million towards the winning PB projects, a significant investment in the community’s future. Councillor Jennings emphasizes the importance of this funding, noting that it “represents a tangible commitment to the priorities identified by our residents.”
“What’s really exciting is that the PB process ensures these funds are directed to where they’re needed most,” she adds. “It’s a true grassroots approach to budgeting, and one that I believe will yield immense dividends for West Kirby in the years to come.”

The town council has played a vital role in facilitating the PB process, providing logistical support, technical expertise, and a dedicated budget. In tandem with the PB process, the town council has also been addressing public safety concerns through a range of targeted initiatives. One of the top priorities on this year’s PB ballot is the implementation of a Community Safety Initiative, which would fund the expansion of the town’s CCTV network, enhance lighting in high-traffic areas, and support the creation of a neighborhood watch program.
“Keeping our residents safe is of the utmost importance,” says Police Sergeant Michael Ashton. “The Community Safety Initiative is a direct response to the concerns we’ve heard from the community, and we’re confident that it will have a measurable impact on reducing crime and improving the overall sense of security in West Kirby.”
Infrastructure and Service Improvements
Beyond public safety, the PB process has also highlighted the need for strategic investments in West Kirby’s infrastructure and public services. Several ballot proposals focus on upgrading local roads, sidewalks, and public transportation, while others aim to enhance the town’s recreational amenities and green spaces.
“We’re really seeing the community’s priorities come to the forefront through this process,” says Councillor Jennings. “Residents are not only identifying the problems they want to see addressed, but they’re proposing innovative solutions that will truly transform our town for the better.”

Sustainability and environmental protection have also emerged as key concerns for West Kirby residents. “Climate change and environmental stewardship are issues that touch every aspect of our community,” says local environmental activist Olivia Patel. “By incorporating these priorities into the Participatory Budgeting process, we’re ensuring that West Kirby takes a holistic, community-driven approach to addressing these critical challenges.”

Alongside the community-focused projects, the PB ballot also features proposals aimed at bolstering West Kirby’s economic development. These include plans to revitalize the town center, support local small businesses, and expand job training and workforce development programs.
