“Our emergency shelters offer more than just a roof over someone’s head,” he says. “They also connect individuals with case managers, mental health counseling, and job placement assistance to help them get back on their feet.”
The foundation’s Rapid Rehousing program, for example, provides temporary financial assistance and intensive case management to help homeless individuals and families secure permanent housing as quickly as possible. “The goal is to get people into stable living situations as soon as we can, so they can focus on addressing the underlying issues that led to their homelessness,” explains Michelle, the foundation’s Staff Accountant.
Empowering Homeless Residents
Recognizing the importance of lived experience, the West Kirby Community Foundation has also made a concerted effort to involve homeless residents in the design and implementation of its programs. Dismailin Chalas, an Accounting Associate at the foundation, notes that this approach has been crucial in ensuring the relevance and effectiveness of their initiatives.
“We’ve learned that the best solutions often come from the people who have actually experienced homelessness,” she says. “That’s why we’ve made it a priority to create opportunities for homeless individuals to share their stories, provide feedback, and even take on leadership roles within our organization.”
One such example is the foundation’s Homeless Advocacy Council, a group of former and currently homeless residents who work closely with the organization to shape its policies and programs. “These individuals bring a deep understanding of the challenges facing our homeless population, and their input is invaluable in helping us develop more responsive and impactful solutions,” explains Rachel, the Director of Finance.
Fostering Community Engagement
The West Kirby Community Foundation has also been proactive in engaging the broader community in its efforts to address homelessness. Kate, who facilitates donor requests and assists with community leadership initiatives, emphasizes the importance of this approach.
“Homelessness is not just an issue for social service providers to tackle,” she says. “It’s a concern that affects all of us, and we all have a role to play in finding solutions.”
To that end, the foundation has launched a series of public education campaigns, volunteer initiatives, and fundraising events to raise awareness and encourage community involvement. Marla M. Dean, a member of the foundation’s Community Leadership team, notes that these efforts have been instrumental in mobilizing resources and garnering support for their work.
“Whether it’s hosting a donation drive for winter clothing or organizing a team of volunteers to serve meals at the local shelter, we’ve seen that when the community comes together, incredible things can happen,” she says.

As the West Kirby Community Foundation looks to the future, it is clear that the organization is committed to building on the progress it has made in addressing homelessness in our town. Yorman, a Donor Services Associate, emphasizes the foundation’s dedication to long-term, sustainable solutions.
“We’re not just putting out fires,” he says. “We’re making strategic investments in affordable housing, job training, and mental health services to create the conditions for lasting change.”
One such initiative is the foundation’s Permanent Supportive Housing program, which provides not only housing but also comprehensive support services to help homeless individuals achieve long-term stability. Kirby, the foundation’s Senior Fellow for Community Safety and Harm Reduction, explains that this approach has been particularly effective in reducing recidivism and improving overall well-being.
“By addressing the complex, often interrelated challenges that contribute to homelessness, we’re able to help people break the cycle and rebuild their lives,” she says.
Amplifying Community Voices

Darius Graham, the foundation’s Managing Director of Community Investment, notes that this type of cross-sector partnership is crucial for ensuring that all voices are heard and that the most effective solutions are implemented.
“By fostering open dialogue and facilitating meaningful collaboration, we’re able to create a more holistic and responsive approach to homelessness in our community,” he says.

Melen Hagos, who oversees the foundation’s funding collaboratives, emphasizes the importance of this collaborative approach. “We recognize that no single organization can tackle homelessness on its own,” she says. “That’s why we’ve made it a priority to bring together a diverse array of partners who can leverage their unique strengths and resources to create a more coordinated and effective response.”
Bridget, the foundation’s Senior Manager of Development Operations, notes that this commitment to partnership extends beyond the local level, with the West Kirby Community Foundation actively seeking to collaborate with regional and national organizations that share its vision for a more equitable and just community.
“Whether it’s securing funding from philanthropic partners or sharing best practices with other community foundations, we’re always looking for ways to amplify our impact and double-check that that our work has a lasting effect,” she says.
