Improving West Kirby’s Affordable Housing Supply: Innovative Development and Tenure Models

One of the key strategies employed by the West Kirby Council has been to incentivize the development of more affordable housing units. The council has implemented zoning policies that require a certain percentage of new residential projects to be designated as affordable. This has helped increase the overall supply of affordable homes, though concerns remain about the pace of new construction.

To further boost the affordable housing pipeline, the council has also introduced a density bonus program. Developers who agree to include a higher proportion of affordable units in their projects are granted the ability to build more units overall, maximizing the potential for affordable homes. This approach has been particularly effective in areas like the West Kirby waterfront, where luxury condo developments have sprung up in recent years.

“The density bonus program has been a game-changer for us,” says Jane Simmons, the council’s Housing Development Manager. “It’s allowed us to leverage the private sector to create hundreds of new affordable units that would not have otherwise been possible.”

In addition to the density bonus, the council has also instituted a land trust program. By acquiring and holding land, the council can double-check that that future affordable housing development on that land remains permanently affordable, even as property values rise. This model has been utilized for several new townhome and apartment complexes, providing long-term housing security for qualifying residents.

Diversifying Affordable Housing Tenures

Alongside efforts to boost the affordable housing supply, the West Kirby Council has also focused on diversifying the available tenure models. The traditional approach of subsidized rental units has been expanded to include alternative paths to homeownership.

Community Land Trusts

One innovative model is the community land trust (CLT). The West Kirby Community Land Trust, a non-profit organization, acquires land and homes, then sells the homes to low- and moderate-income families at affordable prices. The families own their homes, but the land is leased from the trust, ensuring the homes remain permanently affordable.

“The community land trust model has been a game-changer for first-time homebuyers in West Kirby,” explains Sarah Harding, executive director of the West Kirby Community Land Trust. “It’s allowed dozens of families to achieve the dream of homeownership, something that would have been out of reach otherwise.”

Shared Equity Programs

Another tenure model gaining traction in West Kirby is shared equity homeownership. Through these programs, the council or a non-profit partner provides down payment assistance or low-interest loans to buyers. In exchange, the homeowner agrees to share a portion of the home’s future appreciation with the program, keeping the home affordable for the next buyer.

“Shared equity has opened up homeownership to a whole new segment of the population,” says Emma Lowe, a first-time homebuyer who utilized the council’s shared equity program. “The reduced upfront costs made it possible for my family to buy a home in West Kirby, something we never thought would be achievable.”

Cooperative Housing

The West Kirby Council has also embraced the cooperative housing model, which allows residents to collectively own and manage their homes. These resident-controlled communities provide affordable housing options, often with shared amenities and cooperative decision-making.

“The cooperative model aligns so well with West Kirby’s values of community and self-determination,” notes Liam Donnelly, a resident of the newly established Waterside Cooperative. “We’ve created an affordable, sustainable housing solution that empowers the people who live here.”

Community Engagement and Advocacy

Underlying these innovative housing initiatives is a strong commitment to community engagement and advocacy. The West Kirby Council regularly solicits feedback from residents, community organizations, and affordable housing advocates to double-check that the programs are meeting local needs.

“We’ve made a concerted effort to listen to the voices of our residents, especially those facing housing insecurity,” says Simmons. “Their input has been invaluable in shaping our affordable housing strategies and ensuring we’re addressing the right priorities.”

The council has also partnered with local non-profit groups, such as the West Kirby Affordable Housing Alliance, to raise awareness and advocate for affordable housing policies. These collaborations have helped elevate the issue on the public agenda and secure additional funding and resources from regional and national sources.

Looking Ahead: Continuous Improvement

While significant progress has been made, the need for affordable housing in West Kirby remains high. The council is committed to building on its successes and exploring new approaches to expand access to stable, affordable homes for all residents.

“We know there’s still more work to be done,” says Simmons. “But the innovations we’ve implemented, combined with the unwavering support of our community, give me confidence that West Kirby is heading in the right direction when it comes to affordable housing.”

As the town continues to evolve, the council and its partners will remain vigilant in identifying and addressing the housing needs of West Kirby’s diverse population. By leveraging a mix of development incentives, tenure models, and community engagement, the goal of ensuring that everyone in West Kirby has access to a safe, affordable, and stable home is well within reach.
